A Day of Infamy for Philippine Democracy

The entire community of journalists in Misamis Occidental expresses our outrage over the gruesome fate suffered by our colleagues who were reportedly part of a group of some 50 people massacred in Maguindanao on Monday, November 23, 2009.

Some 20 of our colleagues were merely covering what should have been the filing of a certificate of candidacy of an aspirant for Maguindanao governor. It was just horrible that in the course of doing their work, they also become secondary targets, if not collateral damage, in the clash of people gunning for control of political power.

Such a highly abominable act of slaughtering scores of innocent people should be utterly condemned in the strongest sense. It is a conduct not befitting civilized society.

Suffrage is a Constitutionally-guaranteed right of everyone that provides the underpinnings of elections as a democratic exercise. Press freedom, which is equally sanctioned by the Constitution, guarantees unhampered chronicling of the travails of this political activity through the news media.

But last Monday’s Maguindanao carnage showed how brute force was employed to replace civilized and dynamic interaction in the political and social communication platforms in order to maintain hegemonic dominance over local fiefdoms. No doubt, this practice is further undermining the state of democracy which is still fragile throughout the country, and a seeming failure in Maguindanao.

By the sheer brutality of the incident, we will forever consider this date a day of infamy for Philippine democracy.

We demand justice and full responsibility by the perpetrators no matter who they are. We ask the government to do a no-nonsense probe into the incident and bring those responsible before the bar of justice.

Sa press conference, gipadayag ni Parojinog nga igo na alang kaniya nga nakuha ni first councilor Nova Princess Parojinog-Echavez ang pagka-city chairperson sa LAKAS ug gani andam na siya nga modagan sa pagka-bise mayor sa Ozamiz.

Apan nakurat na lamang siya tungod kay migawas man nga siya ang napili hinungdan nga iya usab kini nga kinasingkasing nga gipasalamatan.

SINACABAN, Misamis Occidental—Hingpit na nga nakaduso sa iyang certificate of candidacy (COC) sa pagka-mayor ang new comer nga politician sa lungsod sa Sinacaban.
Inubanan sa iyang mga supporters, miduso si Crisencio ‘Cris’ Mahilak sa iyang COC niadtong Nobiyembre 23 sa may alas dos sa hapon.

MU conducts random drug testing

MISAMIS University conducted the Random Drug Testing (RDT) of college students in pursuant to Section 36 of Article III of Republic Act 9165 otherwise known as the “Comprehensive Dangerous Drug act of 2002”

The purposes of which are to determine the prevalence of drug users among students; assess the effectivity of school-based and community-based prevention programs; deter the use of illegal drugs; facilitate the rehabilitation of drug users and dependents ; and strengthen the collaboration efforts of identified agencies against the use of illegal drugs and rehabilitation of drug users and dependents.
The Dangerous Drug Board (DDB) recently issued DDB regulation no. 3 section 2009 re: General guidelines of RDT for guidance and compliance of all concerned.

In his letter for the parents of the MU students, Joey A. Cabrera, the MU Director for Student Affairs and at the same time the Drug testing Coordinator said that it is important to mention that the cost of the drug test is borne by government, hence, no fee for shall be charged from the student or parent.
“My office is wide open for you to come if you have further questions or clarification on this matter, please get in touch in my DSA office or you can call me with this no. (088) 521 – 0367 or for local you can simply dial 113,” Cabrera added.

Cabrera’s letter also explains the process of RDT which will be done by 3 phase. During the First phase which is the Pre-specimen Collection phase the Commission on Higher Education ( CHED) requires the creation of the “selection Board” at the school/institution level and orients them on roles and responsibilities including preparation of documents. CHED through the selection Board the parents or families of students on the conduct of RDT in writing. CHED with the Department of Education (DOH) prepares and plan the conduct of RDT and convenes the team.

At the second phase which is the Specimen collection Phase, RDT team meets with the selection of board of the school concerned, pays courtesy call and does orientation, while simultaneously preparing the collection site. RDT team and selection of board, following set procedures, randomly select the students to be tested from the master list (coordinate with the Registrar’s office) provided by the school. RDT team orients the student on the process of drug testing and other frequently asked topics. The students shall then be requested to accomplish a drug testing form. Students who are prepared to give urine specimens shall approach the analyst table and select a specimen bottle. To safeguard the integrity of the urine sample, the student will be accompanied by a specimen collector of the same gender to the collection site. The students will be asked thoroughly wash and dry hands empty pockets and remove outer garments if any. A body search may also be done if necessary. Observed collection of urine will then be done. Students submit urine to specimen collector who then examines, in his/her presence, if urine collected can be accepted for testing. Student and specimen collector goes back to the analyst table.

The student affixes his/her signature, date and time of collection on the sealing tape. The specimen collector seals the specimen bottle in the presence of the students. The specimen collector and student affix final signatures in the drug testing form attesting to the validity of the procedures done.

Then proceed to the third and last phase which is still the specimen collection phase. The analyst prepares the specimen for analysis in an accredited facility. Results will be forwarded to CHED who will coordinate with the school drug testing coordinator. If confirm positive, the laboratory shall forward a sealed copy to CHED to ensure confidentiality. Ernie Clarete to run for governor again?

A once celebrated figure is predicted to change Misamis Occidental’s political landscape when he makes a comeback and joins the gubernatorial race in next year’s polls.

This was how former board member Morpheus Agot foresees incumbent Plaridel mayor and former 1st District Rep. Ernie Clarete’s future decision, which Agot surmised, will be borne out of the mayor’s frustration on his erstwhile political buddy Vice Gov. Francisco Paylaga Jr.

Formerly a Lakas stalwart, Paylaga, who used the acronym of the late movie actor and defeated presidential candidate Fernando Poe Jr. during the last elections, jumped shipped to Sen. Manny Villar’s Nacionalista Party and joined Clarete—the senator’s close friend.

“Seryoso ni nga butang. Ato ning panid-an karon unsa ni katinuod. Unsa kaha ni ba, nganong nadungog ni?” Agot said during his early morning radio program.
Agot said that talks about Clarete’s imminent option came about in grapevines roaming around the first district after the politician was informed on Gov. Loreto Ocampos publicly endorsing Paylaga in his provincial sorties as “future governor.”
Ocampos’ endorsement also solicited unforgiving remarks from 2nd District Rep. Herminia Ramiro who told journalists that the governor is exercising a “one-man rule” when he endorsed Paylaga as future governor during a birthday bash last September.

Ramiro, who signified that she will also run for governor in next year’s elections, is an original Lakas member and an ally of Ocampos.

She added that Ocampos cannot just endorse anybody since there is yet no official declaration from the party and that such a situation in Misamis Occidental is yet to be decided upon by their party’s arbitration committee.And if ever the matter is decided upon by Lakas-Kampi at the appointed time or if hell breaks loose, Ramiro, a staunch Arroyo supporter, tersely said she will be the party’s standard bearer for governorship in the province.

Meanwhile, if Agot’s prediction will be accurate, there will be four candidates vying for governorship in the province: Clarete, Paylaga, Ramiro and Vice Mayor Carlos Patricio Bernad.

Bernad is the grandson of the late Gov. Anselmo Bernad who served the province in the early 1940’s. Formerly another Ocampos ally in the administration party, he recently left and took his oath of membership to Sen. Noynoy Aquino’s Liberal Party.
Back to Agot’s predictions, he continued saying that Clarete’s entry in the gubernatorial race will divide the votes of the two districts of the province, with the solid votes from the first district in his favor and the second district split among Paylaga, Ramiro and Bernad.“Makalawgaw ni nga sitwasyon. To recall, it was in 1998, during the rift between the late Vice Gov. Florencio Garcia and then board member Henry Oaminal who both wanted to wrestle the governorship that Clarete gambled his luck and ran for the position.
Then labeled as a “dark horse” by the media, he won by a wide margin against the two warring parties but he only served one term before becoming a congressman in his district and now as town mayor.

Tangub holds PYAP reg'l confab

TANGUB CITY: The provincial government of Misamis Occidental through the local government unit (LGU) of Tangub held a Regional Convention of the Pag-asa Youth Association of the Philippines (PYAP) last November 10-11, 2009 at Highland Stone Chapel, Hoyohoy, Tangub City.

The activity was participated in by the regional delegates from region 10 such as Iligan City, Lanao del Norte, Bukidnon, Valencia City, Gingoog City and the province of Misamis Occidental.

Pag-asa Youth Association of the Philippines (PYAP) formerly the Pag-Asa Youth Movement (PYM) is an organization for Out-of-School Youth under the Unlad Kabataan Program of the Department of Social Welfare and Development (DSWD).

PYAP aims to strengthen the Out-of-School youth's psycho-social competencies through the provision of preventive and developmental activities and projects.

Organizers are looking forward to give this sector the avenue to excel and show their potentials.

The activity was a venue for the youth with special needs to encourage, facilitate and create opportunities for self-expression and attainment of proper attitudes and behavior among the youth for self-fulfillment and social awareness.

Among the activities that highlighted the event were the cultural presentation of every delegates, fellowship, friendship games, and formulation of the national PYAP plan of action, group forum, and skills demonstration.

In addition, there were also a sharing of learning, insights, reflections, discussion on alternative politics and orientation on responsible parenting. (Tangub i-net)

NSO’s BREQS implements in Oroquieta city and Calamba

OZAMIZ CITY: Due to persistent clamor from persons experiencing hard time in securing documents from National Statistics Office (NSO), its field office in Ozamiz City has set to implement Batch Request System (BREQS) in two local government units in the province.

Under the BREQS, local government unit could receive and process applications to secure security papers like birth certificate, death certificate, marriage contract, certificate of no marriage and other documents.

The system is introduced by NSO hoping to settle the common scenario in their field offices like in Ozamiz City where people are lining up even early in the morning to get priority number.

Provincial Statistics officer Julito Pilar told MH, this has been the situation everyday because their office serves not only the province of Misamis Occidental but also Lanao del Norte, Zamboanga del Sur and Norte, and some parts of Zamboanga Sibugay.

In the province, NSO has chosen two strategic places according to Pilar, namely, Oroquieta City and Calamba as partners in implementing the system and soon be operational after personnel from their Local Civil Registrar (LCR) had undergone trainings and now finalizing the memorandum of agreement.

“Ang atong mga kaigsoon sa Calamba labi na ang taga Concepsion, Baliangao, Sapang Dalaga ug Plaridel instead nga moari sila diri sa Ozamiz adto na lang sila didto sa Calamba,” Pilar explained.

Noting that applications are delivered by batch, clients could not immediately secure their papers, however, they will get the next day or after few days.

15th Mindanao Forum and Climb to Showcase Mt. Malindang Grandeur

OROQUIETA CITY: The grandeur of Mt. Malindang will be showcased during the 15th Mindanao Forum and Climb on November 27-30, ‘09 after the province represented by Malindang Ecology Rehabilitatin and Conservation for the Youth-Mountaineering Society (MERCY-MS) won the bidding held during the 14th Mindanao Forum and Climb in Cagayan de Oro City.

Mindanao Forum and Climb is an annual mountaineering event in Mindanao initiated by Mountaineering Federation of the Philippines Incorporated (MFPI).

“Last November 29 to December 3 nga hosting sa Cagayan de Oro gi-present nato ang Mt. Malindang, ang rota nga Lake Duminagat North Peak trail and then through sa presentation giganahan ang mga participant ug guest mao ng ang Malindang nakadaog,” MERCY-MS president Mar Mira pointed out.

Originally, the event is exclusive to Mindanao trekkers, but mountaineers from Luzon and Visayas who are members of MFPI showed interest to join as their “reunion”.

In the event, trekkers will start their long and exciting walk from Brgy. Mansawan in Don Victoriano on November 27 going to Brgy. Lake Duminagat to take rest and meet local settlers. From there, the group has to walk a couple of miles before reaching the lake and enjoy. The participants will come back to Oroquieta City on November 30.

Aside from trekking, activities like basic mountaineering course, single rope technique, beach volley ball, henna tattoo body art exhibit, wall painting and arts, food and drinks exhibit, reggae party and other contests are also included to be held at Jingle Bells Beach Resort in Brgy. Ozamiz lauds Pacman’s win over Cotto

OZAMIZ CITY: MILLIONS of Filipinos erupted into a fury of joy November 15 following the victory of People’s Champ Manny “Pacman” Pacquiao over Puerto Rican Miguel Cotto in a fight that brought the nation to a standstill.

Pacquiao fans and supporters were glued to their television sets while others gathered in malls, basketball courts, restaurants and bars to watch the fight on wide screens. They cheered and screamed every time the Filipino boxing icon landed a punch on Cotto.

Pacquiao, 30, took the World Boxing Organization welterweight title by stopping Cotto 55 seconds into the 12th round, becoming the first fighter to win 7 world titles in 7 weight classes.

People in Ozamiz City were also ecstatic as they applauded Pacquiao and booed Cotto at the Medina Gymnasium where the show down was beamed live by Misamis Cable Television sponsored by Misamis Occidental 2nd District Representative Herminia Ramiro.

In her message, Ramiro said that she sponsored to set up anew a giant screen inside the 6,000-capacity Medina gymnasium to allow residents who could not afford to pay for the fight’s pay-per-view offers to still witness it live as scheduled around noon on Sunday in local time.

“I am doing this as support for Manny and as a break for the thousands of our residents here who have been supporting for him to win this fight,” Ramiro said.

20% share to LGU, from fire related fees

OROQUIETA CITY: LOCAL government units now have 20% share from the total collection of Bureau of Fire Protection (BFP).

This sharing is mandated under Republic Act 9514 known as Comprehensive Fire Code of the Philippines that is implemented this November.

According to BFP Regional Director SSupt Eleutorio Iturriaga in an interview with MCJ during their Regional Command Conference held at Azcuna Beach Resort in Lopez Jaena, the new scheme is one of the salient provisions of R.A. 9514.

“In the old fire code, any collection pertaining to fire code fees goes directly to our National Treasury without retention percentage for local government concern, in this new amended fire code of 2008, 20% of the total collection shall be returned to local government unit,” Iturriaga said.

The old code referred by Iturriaga was Presidential 1185 that was amended by the new law.
He emphasized that their agency will not intervene to LGU on how they will appropriate their share.

“18% (from remaining 80%) shall be addressed by our National Treasury through the Department of Budget and Management in the acquisition of fire trucks, fire fighting equipments and accessories, and construction of more buildings,” he added.
The inclusion of the sharing provision in the code hopes to encourage LGU to help the BFP in the implementation of the new fire code especially collection of fees mandated under the law.

“Kapag malaki yong collection sa fire station with their (LGU) help, malaki rin yong mabalik sa kanila,” he emphasized.

The new code also provides wider scope on fire safety measures to residential, commercial and industrial buildings. It has also revised some policies on the process of securing fire safety permits and conducting fire inspection on every establishment.

A report from 1005th Police Mobile Group (PMG) headed by group director Superintendent Edgar Daniel said the incident occurred in the bedroom of the family’s house in Pulot,Ozamiz City around 10:00 am, Friday.

Marilou, the police said, suspected her husband of having affairs and having tired of it, planned to stop her husband from seeing other women. The incident was triggered after finding a text message from other woman on his mobile phone asking her husband for sex.

According to a report that after Ebcay washes their clothes, Marilou offered him to drink a bottle of Tanduay.

So when Ebcay went to sleep, Marilou, kept a dagger near her and when the opportunity rose, cut off her husband’s penis and tossed it away to the grassy area.

The victim said that he was not able to defend himself for he was drunk and Marilou hit him on the head with a piece of wood.

A bleeding and screaming Ebcay was rushed to the Misamis University Medical Center (MUMC) by his relatives.

Ebcay’s relatives tried to locate the organ but were failed to find.
Police said that Ebcay denied he was cheating on his wife and said he was not yet able to decide on filing charges against her.

Ambulance sa LCP alang sa Ozamiz na-release na

OZAMIZ CITY - Gihatag na sa Philippine charity Sweepstakes Office (PCSO) ang ambulance alang sa Ozamiz gikan sa League of Cities of the Philipppines (LCP) niadtong Octobre 28.

Gikadungan ni Mayor Reynaldo Parojinog Sr., si Pagadian City Mayor Sammy Co didto sa buhatan sa PCSO sa Quezon City niadtong Mercoles atol sa pagturnover sa ambulance.

Dungan sila si Co ug Mayor Parojinog sa ilang request sa ambulance pinaagi sa LCP. Ang presidente sa League of Cities nga si Mandaloyong City Mayor Benjur Abalos, ang nagpasayon sa request sa mga Mayores sa syudad sa Pilipinas kinsa gusting maka-angkon ug ambulansiya gikan sa PCSO.

Si Mayor Aldong mismo ang nangunay pagsusi sa mga gamit sa ambulansiya gikan sa oxygen, fire extinguishing , stretchers, tool box, ug uban pang accessories sa ambulance.

Sa pagkakaron tulo ka mga daan apan serviceable ambulance ang anaa sa Ozamiz. Usa ka unit sa rescue team, usa ka unit sa City Health Office, ug usa ka unit sa SM Lao Hospital.

Ang bag-ong ambulance, maoy ika-upat nga unit sa syudad. Gidugang ni Parojinog ang bag-ong ambulance, mag-standby sa City Hall alang sa mga emergency call.

P336,000 ang counterpart sa syudad isip bayad sa maong ambulance, samtang P33,000 ang gibayran nga insurance sa matag unit niini.

Abductors ask $2M for release of Fr. Mick

The military has obtained a copy of a video showing 79-year-old Irish priest Michael Sinnott saying that his captors are demanding $2 million in exchange for his freedom.

Lt. Col. Romeo Brawner, Armed Forces public affairs office chief, however, could not say when was the footage taken or how the military intelligence got hold of the video.

“According to him (Sinnott), the leader of the group that is holding him is Abu Jandal," said Brawner, adding that the priest appeared weak on the video. He said the intelligence community was checking on the background of Abu Jandal.

“He (Sinnott) said there is a demand of two million and the ones that took him is Abu Jandal, that is our only information," he added.

Brawner, however, said the military would not give in to the demand of Sinnott's abductors. “No. The stand of the AFP is we will uphold the no ransom police (of the government). Our only focus is on the rescue operation. We are ready, capable to launch that rescue operation."

The Crisis Management Committee, a multi-agency body that includes the military, will attend to the matter, according to Brawner.
June Allan Molde, spokesman of committee, said the video was handed to “our law enforcement operatives" and subsequently turned over to the panel. He said the committee convened yesterday to watch and discuss about the video.

Molde said he was not aware of how the video was handed to law enforcers. "Basically their demand is 2 million dollars. The Philippine government has a no-ransom policy."

He said the video was apparently recorded last Oct. 24. He said Sinnott was holding a newspaper dated Oct. 22.

“As far as we are concerned, its a welcome development... at least he (Sinnott) is alive and we are very happy for that," Molde said.

Sinnott was snatched by a group of pirates from his house in Pagadian City last October 11. The military said he was brought to the boundaries of Lanao del Sur and Lanao del Norte where he was turned reportedly over to rogue secessionist rebels.
